Increase size


Since the pensions of working pensioners will be recalculated from August 1, 2019, many are wondering how much the amount may increase. The legislation sets a limit on the maximum number of points that can be earned by citizens. Since 2016, this number has been 3 points; in 2019, this value has not changed.

On average, the monthly salary must be 24 thousand rubles in order to accumulate this number of points in a year. If the salary is higher, then the calculation for pension will be taken according to the legal maximum - 3 points.

The amount of the increase consists of two indicators:

  • number of points earned;
  • the cost of one point.
So, if a person earned 2 points during the year of employment, and the cost of one point in 2019 is 87.24 rubles. , then the following will be added to the pension: 2 * 87.24 = 174.48 rubles. Important! If the salary is less than 24 thousand rubles. per month or the pensioner was not employed for the whole year, then the calculation is made based on real data. Recalculation conditions

In order to qualify for the pension recalculation program, the following conditions must be met:

  • official employment;
  • contribution to the Pension Fund.

In fact, the annual increase in payments due to an increase in seniority is not too large, but it compensates for the lack of indexation. Therefore, citizens should not count on a very large increase. This determines the increase in continued employment among citizens of retirement age. Although indexation is more profitable than the annual increase, which does not exceed 261.72 rubles. (3 individual points).

Attention! In order for your pension to be recalculated, you do not need to contact the Pension Fund in person. On August 1, 2019, an automatic recalculation will be made, and already in August citizens will receive the updated payment amount in a convenient way for them - through a banking organization or by mail.

After dismissal

After a person quits his job, the law guarantees him compensation for all missed indexations.

That is, after working for 3 years, receiving an increase in 1000 rub. towards retirement, a citizen can count on the fact that the final amount will be increased again by the missed indexations. This allows you to receive additional funds after finishing your working career.

In addition, postponing retirement makes it possible to earn work experience, which affects the number of individual points on which the final pension amount depends.

Nuances

If a citizen completed his labor activity before March 31, he must provide information to the Pension Fund independently. After this period, the data is transferred by the employer, and a personal visit to the Pension Fund is not required. The recalculation will be made automatically from August 1.

If, after changing the payment amount, the citizen returns to work, then indexing stops again, but the payment remains at the new level. At the same time, points for work experience will continue to accumulate. Upon termination of employment, the amount will be revised again automatically if this was done after March 31.

Reasons for increasing


There are only two reasons for increasing savings payments:

  1. Investing savings in a citizen’s personal account.
  2. Changes in income amounts for urgent payments or funded pensions.

A citizen at the age of 60 continues to work and makes contributions to the funded part on a voluntary basis. In proportion to these receipts, the amount of payments also increases.

In this case, the recalculation is carried out simultaneously with the old age insurance part - from August 1 annually.

Advice! You can deposit amounts into the savings portion in any convenient way: monthly or once a quarter, half a year, or year. The larger the contributions, the larger the increase increases.

Recalculation upon application


The legislation allows for situations where the amount of monthly old-age payments can be recalculated at the request of the citizen himself.
There are strictly regulated reasons for this:

  1. A citizen lives and works in the Far North or in regions that are equivalent to it.
  2. Dependents include family members who are disabled for any reason (for example, age or health condition).

When submitting an application, you are required to provide several documents:

  • passport;
  • work book or a copy thereof;
  • supporting document (for example, a certificate of disability of a dependent).

If, when a pension was assigned, a citizen did not have enough work experience to receive a “northern” pension, but he continued to work and completed it, then during recalculation this indicator is taken into account when calculating points. Accordingly, the size of the monthly amount for old age increases significantly.

Recalculation is made from the first day of the new month following the month of circulation.

Attention! You can submit an application only in person or through a representative (authorized person) directly to the Pension Fund. There is currently no option to submit an application electronically.

But the cancellation of indexation does not entail the cancellation of recalculation - the annual adjustment of payments will be made in the same order, i.e. from August 1st.

Let us recall that since 2016, the recalculation of the amount of pensions for working pensioners is carried out in a new way: taking into account the value of the citizen’s IPC as of January 1 of the year from which the recalculation is carried out, and based on the cost of one pension point. The cost of one point from February 1, 2017 will be 78.58 rubles. At the same time, the amount of the increase in pension provision is limited to the maximum value of the IPC - 3 points or 1.875 points, thus, the maximum working pensioners in 2017 will receive an increase of 235.74 rubles.

Bill on refusal of recalculation

The Russian government came out in support of the draft law, which provides for pensioners the opportunity to choose the procedure for recalculating insurance pension payments, subject to further work.

State Duma Deputy Raisa Karmazina became the author of this bill. The bill she proposed gives working pensioners the opportunity refuse annual recalculation the amount of the insurance pension both for a certain period and without setting a specific date. In this case, the maximum value of the IPC during the next recalculation of the amount of the insurance pension is fixed in the amount that is applied for the new assignment:

  • 6.25 points instead of 1.875;
  • 10 points instead of 3.0.

The bill can be implemented as soon as the authors specify the sources from which the Pension Fund will receive additional funds for additional payments to working pensioners.

Is it beneficial to refuse the August pension increase?

This is not the first year that our country has had a mechanism according to which a working pensioner has the right to refuse payments for a year or more, receiving good increases in return. Over the course of a year, pension benefits will increase by about 6%; after 5 years, the increase will reach about 70%. What is proposed today by the above bill is a kind of half-measure that is beneficial to pensioners who receive relatively high wages.

Participation in this program is beneficial only for pensioners whose salary above 19,000 rubles. However, in our country such wages, especially for older people, are rare, so this innovation is not entirely relevant.

Pension from August 1, 2016 for working pensioners

On August 1, the Russian Pension Fund accrues insurance points to all insured persons for the year worked. This accrual is individual for each citizen and depends on:

  • salary amount;
  • work experience;
  • actual time worked;
  • age of the insured person;
  • rights to benefits.

It is done not only for those citizens who have not yet retired, but also for working older people. As a result of this adjustment, everyone will be awarded a certain number of points. In the case where a person has already reached retirement age, these points will be converted into monetary value. This is a brief principle for calculating the increase.

Unlike indexation, when all payments are increased by a coefficient calculated by the Russian Government based on the annual inflation index, the adjustment depends on many factors. Therefore, the final increase will be different for each pensioner. There is no need to submit an application or write any statement for recalculation; this service is provided by the Pension Fund of the Russian Federation on a non-declaration basis.

Will there be a pension increase?

Recalculation of pensions for working pensioners from August 1, 2016 will be made in relation to all recipients due to old age or disability, in respect of whom employers accrued and paid insurance contributions to the Pension Fund during 2015 and the first quarter of this year. The longer the insured person is in retirement, the fewer years there are by which the amount of contributions received from the employer should be divided. Therefore, in theory, the increase should be greater. In practice this is not entirely true. Every citizen, including those who have already retired but continue to work, can receive no more than 3 points per year.

In 2016, from February 1, the cost of one point is 74.27 rubles. This means that the maximum increase will be only 222.81 rubles. Regardless of the amount of current payments. It should be noted that the maximum number of points can only be obtained if you have a salary of 20 thousand rubles or more. If its size was lower in 2015, then there will be fewer points. This means that it will increase not by 222.81 rubles, but by 148.54 rubles or even less.

In addition, if the pensioner continued to work throughout 2015, then the cost of the point for him will be lower - 71.41 rubles. Consequently, the increase will depend on various circumstances.

Saving officials

Even such meager additional payments made officials want to save on raises. The government introduced a bill to parliament, according to which working pensioners were invited to refuse current pension adjustments, taking advantage of this right after the end of their working career. The officials' arguments are as follows:

  1. While working, a retired insured person receives a maximum of 3 points per year.
  2. An insured person who has not reached retirement age receives up to 7.83 points per year in 2016.
  3. In 2017, the maximum points will increase to 10.

This means that if a working pensioner now refuses an increase, then after stopping work, he will be able to receive 2.5-3 times more. Savings from the bill will amount to about 12 billion rubles. This is in addition to the savings that the government has already received as a result of eliminating the annual indexation of payments.

Will there be indexation of pensions?

The question of indexation of pensions from August 1 - whether it will happen or not, worries many pensioners. Some of them even asked it to the head of the Russian Cabinet of Ministers, Dmitry Medvedev. The Prime Minister answered honestly: “There is no money!” Therefore, officials do not plan any indexation either on August 1 or until the end of 2016.

Changes in pension legislation in Russia

In connection with the increase in the retirement age to 60 years for women and 65 years for men, a sharp increase in pensions is planned in our country.

“Indeed, for working pensioners, the annual indexation of old-age insurance pensions by inflation is now “frozen.” But this does not mean that their pensions are not recalculated, like other pensioners. The following rule has simply been introduced: while the employee who has received a pension continues to work, he receives it without taking into account indexation during this entire time. But when a citizen resigns, his pension is recalculated taking into account all missed indexations.

Example

Let’s say that a pensioner, after the deadline for retirement, continued to work for three years. This means that when he stops working, his pension will be indexed with the total coefficient for all these three years.

This principle of “deferred indexation” (simultaneously for all “reworked” years) is expected to be maintained for working pensioners in the future. But since the government promises to increase the amount of indexation from 2019, this group of pensioners will also benefit in the end, because the increased coefficients will apply to everyone.”

What does it mean?

This answer to the question about the indexation of pensions for working pensioners was recently given in Rossiyskaya Gazeta, a publication established by the Government of the Russian Federation.

How should we understand the logic of this answer? Probably, the specialist wanted to say that there will be indexation of pensions in 2019 for working pensioners. But they will only be able to start receiving an increased pension when they quit.

Pension increase for working pensioners in August 2019

However, I note: since 2015, some restrictions have been applied when adjusting pensions - this applies to those working pensioners who receive high salaries. When recalculating the amount of your pension, not all contributions made to the Pension Fund will be taken into account, but only the amount that allowed you to gain no more than three pension points. And one point, let me remind you, is awarded for a salary of one minimum wage.

People have the right to indexation of pensions only after they quit their jobs. Last week, the State Duma Committee on Labor, Social Policy and Veterans Affairs recommended adopting in the second reading a bill that would shorten the time frame for such indexation. How quickly does this document require the process to occur?

When restrictions on the indexation of pensions for working pensioners were introduced in 2015, a rule was provided that while a person is working, his pension is not indexed, but if he quits, for example, 2-3 years after 2015, then when calculating the amount of his pension All indexes passed during this time will be summed up. That is, if in 2016 indexation was 4 percent, and this year - 5.8 percent, then a person who quits his job now should have his pension indexed by the amount of these indices - 9.8 percent. But it takes some time to recalculate. What are we actually facing? For example, a pensioner resigns on June 1, but the index is not given to him immediately after dismissal, but three to four months later, and the person loses the indexation amount during this time. And since August last year, both our Committee on Social Policy and I personally began to receive complaints from pensioners that they had not been working for several months, and their pensions were not being indexed. After this, my colleagues and I began to develop amendments to the law that would stipulate that the pension is indexed from the month following the month of dismissal. That is, if a person quit on June 1, then his pension should be indexed from July 1. Let me draw your attention - if he quit on June 30, then his pension should also be indexed from July 1. This will also happen without a declaration. Yes, the adjustment will not take place immediately, but at approximately the same time, in three to four months, since the administrative procedures that are currently in effect will remain in place. That is, the Pension Fund needs to receive the necessary data, process it, and calculate the amount of payments. But it is very important that pensioners’ money will not be lost, and after 3-4 months they will receive the entire amount due to them, taking into account indexation from the month following the month of dismissal. The Government supported our bill. The only question concerned the timing of the entry into force of this law. We proposed that the norm come into force on July 1, 2017. However, an amendment by the Ministry of Labor was adopted to postpone this deadline to January 1, 2018.

- Why was such a delay needed?

The first reason is purely technical. The first of July will come very soon, and, of course, it will not be possible to rebuild the system so quickly. The second question is financial. When the law on the budget of the Pension Fund for 2017 was adopted, these funds were not included in it. At first glance, it seems that the money required to implement this law is not so much: not so many pensioners are leaving, and the deadline is shifted by only 2-3 months. However, this amendment required almost four billion rubles. These are significant financial resources, and the Government, justifying its position to us, indicated that since these funds are not included in the budget, it would be advisable to adopt the law now, but stipulate that the norm will come into force in January 2018. I believe that there is nothing wrong with this. In the near future, I think the law will be adopted, and January is just around the corner.
